FAQ
My neighbor's dog barks all the time! What do I do?
Is the dog kept outside all the time?
ACHA Covenants Section 5 E ”Animals” states that no more than two animals may be kept outside. Section 5 B “Nuisances” may also apply.
We suggest that you first talk with your neighbor and see if the problem can be resolved in a neighborly fashion. If this does not resolve the issue, please contact the ACHA Board of Directors
Alternately, you may contact SCRAPS (Spokane County Regional Animal Protection Service) at (509) 477-2532.
When can I keep my RV or trailer in front of my house?
Trailers and RVs may never be kept in front of a home, even in a driveway. See the Covenants at Section 5 C “Vehicles and Equipment Restrictions”. However, they may be parked temporarily for them loaded/unloaded and cleaned up before removing them to permanent storage. Please refer to the ACHA Rules and Regulations.
From “ACHA Rules and Regulations: Revised 4-26-2021”:
Quote:
Section 3: VEHICLE PARKING
Reference: Covenants Section 5 Article - “No vehicles may be kept or parked on a permanent basis on any of the public streets within the project”.
Vehicles may be parked on the street only on a temporary basis.
Temporary is defined as less than 12 hours. Temporary parking longer than 12 hours may be construed to be permanent and will be enforceable by the Board of Directors.
Cars may be permanently parked in garages or driveways.
A recreational vehicle, boat, trailer or similar vehicle shall not be parked on a permanent basis on the street, driveway, or front yard.
Temporary parking RVs, Boats, and Trailers over 14’ long must be parked in the homeowners driveway.
Vehicles that are inoperable or in disrepair may only be placed in an enclosed garage.
Homeowners may request a waiver of the vehicle parking rules. The waiver must be submitted to the board in writing or by email and must include the homeowners name, address, phone number, and the start/end dates.. The duration of the waiver may not exceed 10 days.
What are the rules about garbage/recycle/yard waste bins?
ACHA Covenants state in section 5 F “Garbage and Refuse Disposal” that they shall be “…kept screened and concealed from view from the dedicated streets.”
They may not be kept in front of your garage. Garbage collection is on Friday mornings, so most people put their containers out on Thursday evening. If you’ll be out of town, ask your neighbor to put out your containers.
Am I responsible for my own fence?
All fences with the exception of the neighborhood perimeter fence is the homeowners responsibility.
ACHA is responsible for maintaining the Association-owned fences. These are located on the perimeter of the neighborhood – behind the homes on 22nd, on Progress and Sullivan Roads, and separating the Whisperwood and Autumn Crest neighborhoods.
My fence needs replacement. What rules apply?
You must have written approval from the Architectural Committee (ACC) regarding style and materials before you replace your fence.
What if I need to paint my fence?
If you wish to use Autumn Crest Gray, no Architectural Control Commitee (ACC) approval is needed. This color can be found at ACE Hardware on Montgomery Road (near Argonne) and ask for “Autumn Crest Gray”. All other colors must have prior ACC approval.
